Lyric Assistance - Now With Link!

This music meme has got me thinking . . . there are a lot of people out there who know song lyrics. And I have been trying to figure out the name of both the song and this artist for a particular song for years. Maybe one of you can help me.

I think it's from the early 80s (ummmm . . . Arbitrista? You seem to have a comprehensive collection), maybe the late 70s. The chorus goes (yes, I am singing it in my head while I write this):
